LAPD Chief Charlie Beck led cadet graduation Saturday morning hoping to extol the virtues of a youth program mired in a widening scandal.

“You wouldn’t be in this program, you wouldn’t have graduated, if you didn’t know what the right thing was,” LAPD Chief Charlie Beck told graduating cadets Saturday morning.
