President rules out mass pardon

French President Nicolas Sarkozy said he would not offer mass pardons to prisoners on Bastille Day, keeping up his law-and-order reputation.
Sarkozy said in a newspaper interview that he had been presented with a decree proposing the release of 3,000 prisoners on the July 14 holiday.
But he said there would be no mass pardon. Previous leaders had used the pardons to relieve chronic prison overcrowding.
