Incumbent wins, but fraud alleged

Congolese President Joseph Kabila has won a tense runoff, nearly complete election results show. With 90% of the votes counted, the election commission said Kabila had taken nearly 60%, compared with 40% for his opponent, Jean-Pierre Bemba.
But Bemba’s supporters issued a bellicose statement saying their count gave Bemba more than 52% and calling the official count an “electoral holdup.”
No official announcement was expected while the commission completes its investigations of fraud complaints lodged by Bemba’s camp.
