Few harsh words in Beslan inquiry

A Russian parliamentary commission investigating the 2004 Beslan school seizure in which 331 hostages were killed blamed local law enforcement for not following orders from Moscow to increase school security.
But the final report largely avoided any harsh criticism of authorities for their handling of the three-day crisis, which started Sept. 1, 2004, when about 30 Islamic militants seized more than 1,000 students, teachers and parents at the school in Beslan. The attackers demanded the withdrawal of Russian troops from nearby Chechnya.
