PRI to Choose ’06 Nominee in November

Mexico’s former ruling party said it would choose its nominee for the July 2006 presidential election at a November primary.
Institutional Revolutionary Party leaders set the primary for Nov. 13 everywhere but in Hidalgo state, where voting will occur a week earlier to avoid conflict with a local election.
One of the party’s two main candidates, Arturo Montiel, said the plan favored his rival, Roberto Madrazo. Montiel wants the primary to be held later.
