Ex-Councilman Barred From Labor Dispute

Martin Ludlow, the head of the County Federation of Labor, said Wednesday that he could not mediate a dispute between Mayor Antonio Villaraigosa and a union representing 8,000 Los Angeles city employees who have threatened to walk off the job.
Ludlow, a close ally of Villaraigosa, said he could not get involved in the dispute involving the Engineers and Architects Assn. contract because he was a city councilman until June.
