Re “City Budget Passes Amid Trash Talk,” May 17: Trash collection in Los Angeles has never been a free service. It has always been included in the general tax levy for “all” agencies. If we are going to be charged separately and additionally for those things that have always been included in our property tax, what will the “general levy” be used for? Misappropriations?
