Teen, Slain Officer -- Neither Had a Chance

Re “Hundreds Honor Slain CHP Officer,” April 28:
California Highway Patrol Officer Thomas Steiner, a 35-year-old model citizen, was killed from a bullet allegedly fired by Valentino Arenas, a 16-year-old juvenile delinquent. Arenas will probably spend his life behind bars, like his role models. This adolescent never had a chance for a productive life.
Could this double tragedy have been prevented?
When is our government going to invest in the moral, intellectual and psychological development of our needy youths instead of investing our dollars into fighting wars?
