Low-income L.A. complex opens

Castelar Apartments, a new four-story affordable-housing complex in Chinatown, opened its doors last week to renters with incomes less than 50% of the area median. The income range is from $19,750 annually for one person to $32,700 for a six-person household.
The 101-unit complex, developed by Amcal Multi-Housing Inc. of Westlake Village, features one- to three-bedroom apartments, a two-level subterranean garage, a reading room and a computer room.
The development also offers a family health clinic, a workforce development program, youth programs and specialized social services, including immigration assistance.
The complex’s design complements its neighbor, Cesar Chavez Gardens, a 43-unit affordable-housing development that opened earlier this year.
