Re “IRA Offers a Sweeping Apology,” July 17: Am I to assume that the apology the IRA has proffered for the deaths of civilians extends to those killed in Colombia by the improved weapons-making capacity members of their engineering department taught to the terrorist group FARC [Revolutionary Armed Forces of Colombia] before they were arrested in August 2001 in Bogota?
