Re “War on Terror: What Next?” editorial, Nov. 27, on President Bush’s obvious attempt to broaden the war on terrorism to include Iraq: Perhaps we should think about creating a representative Congress to share governance with the president. The nation might be organized into congressional districts and elections might be held in each district to choose a representative of the voters. We might even invest in the Congress the right to declare war, maybe even the sole right to declare war, so that the president alone would not have to bear this heavy responsibility.
