The City Council decided to delay voting on plans for a five-story 183-unit apartment building with office and commercial space on Whiting Avenue between Harbor Boulevard and Pomona Avenue.
Council members on Tuesday postponed a vote on the project to Nov. 21, to give city staff more time to work on unresolved issues related to parking and the impact the development would have on neighboring businesses.
