North Orange County residents flocked to the Orange County Water District offices in Fountain Valley last week for a low-flush toilet giveaway. The toilets--which use only 1.6 gallons of water per flush, compared with older toilets that can use seven gallons--were given in exchange for the old ones. The old ones must be given to the district by Oct. 30 and will be crushed and used for road base. Up to three toilets were given to each person. The next giveaway is scheduled for Saturday, from 9 a.m. to 3 p.m., at the Orange County Sanitation District, 10844 Ellis Ave.
