The City Council voted 3 to 1 Tuesday to revise an ordinance that allows police to cite truant teenagers. The amendment now included more reasons for a minor to be out of school: The student is receiving instruction at private school, from a qualified tutor or at home, or if the student is exempt from continuing or compulsory education. The city made the change after a Los Angeles County Superior Court judge struck down a similar Monrovia ordinance. Monrovia then made the type of changes Buena Park did to comply with state laws.
Councilwoman Patsy Marshall opposed the change to remain consistent with her stance against the ordinance itself. She said truancy should be the responsibility of schools and parents, not police. Councilman Art Brown was absent.
