The Building Industry Assn. challenged the city’s moratorium on large projects in an appellate court Tuesday, officials for the city and the association said. Justices in the 4th District Court of Appeals in Santa Ana heard arguments from both sides and said they will rule on the moratorium’s legality in the coming weeks.
