The City Council will consider today a new ordinance to limit the number of drive-thru restaurants and automotive service stations on El Toro Road. The city wants to curb the number of drive-thrus because of the traffic they create. The city has designated El Toro Road as a redevelopment zone and wants to promote sit-down restaurants and unique stores in the area. The council meets at 7 p.m. at 23161 Lake Center Drive, Suite 210. Information: (949) 461-3400.
