The City Council recently voted to send Councilman Art Brown to Dallas to participate in Rail-Volution 1999, a rail conference to be held in late September. Councilwoman Patsy Marshall, who cast the lone dissenting vote, suggested that the $1,400 used to send Brown to the convention can be better spent. She also said a staff member should be sent to the convention instead. The remaining four council members, including Brown, voted for the out-of-state travel request.
