The Garden Grove Police Assn. and the City Council have agreed to increase the number of master officer II positions from 16 to 21. Other issues agreed upon during recent contract negotiations include having one arbitrator hear a discipline appeal, as opposed to a three-person panel, and clarifying what special assignments qualify an officer for additional incentive pay after transfer back to patrol.
