Tosco Corp. could win approval by the end of the month to resume operation of its refinery in Martinez, Calif., that was closed after a fire in February that killed four workers. The Contra Costa County Board of Supervisors, which requested the refinery closure for an independent review, will receive final recommendations from a consultant April 27 on whether the refinery is safe to reopen, a county official said. A Tosco spokesman said it doesn’t know when, or if, the refinery will be restarted. The refinery closure, combined with several other California refinery problems, boosted the state’s gasoline prices to their highest in almost three years as supplies fell.
