Line-Item Veto

The June 28 cartoon by Michael Ramirez makes a good point, showing fiscal restraint being squelched by a judge’s gavel of line-item veto repeal. I can see how the line-item veto would be unconstitutional but why the line-item veto in the first place?
Why not a bill limiting all bills to one topic? No add-ons, no unrelated pork. If someone has a pet pork project, let it stand or fall on its own merit.
