Germ Warfare

Re “U.S. to Vaccinate Troops for Anthrax Germ-War Agent,” Dec. 16: I think it is an excellent policy to protect our troops against this deadly germ warfare agent despite its $130-million price tag. However, since modern warfare causes more civilian than military casualties, why not make this vaccination program available to all citizens at government cost?
