. . . To keep motorists from crossing illegally into carpool lanes on the Costa Mesa Freeway, Caltrans officials announced plans to use blue striping, nine-inch plastic pylons and reflector dots.
A citizens’ group opposed to carpool lanes asked motorists to attach red banners to vehicle antennas and to drive with headlights on in protest.
