Dogs: Problems With Off-Leash Policy

There have been multiple dog fights in Joslyn Park (Westside, July 9) on a daily basis since off-leash hours were first permitted Jan. 1, 1994. Since the installation of a park fence in September, 1994, dog owners have essentially controlled every square inch of usable open space within the park under city sponsorship.
In return for this consideration, they continually violate the off-leash and noise ordinances.
Members of the general public who visit the park get to walk through not only large areas of destroyed or missing turf, but also numerous patches of urine-stained grass and piles of dog feces. Neighborhood residents get a solid one to four hours of dog barking, 365 days per year.
