Overseas Mail Rates Going Up: People planning to write to someone overseas may want to do it now--the price goes up on Sunday. The cost of mailing a letter outside the United States was held steady in January when the price of a domestic first-class stamp rose to 32 cents from 29 cents. Now, basic mail rates are now being raised for three foreign mail categories: Canada, Mexico and everywhere else. Letters going to Canada will cost 46 cents for the first half-ounce and 52 cents for an ounce under the new rates. Postcards will be 40 cents. Writing to Mexico will cost 40 cents for the first half-ounce, 46 cents for a full ounce. The postcard rate will be 35 cents. Letters to other countries will cost 60 cents per half-ounce, and 40 cents for each additional ounce or fraction. Postcards will cost 50 cents.
