Employers Report Big Hiring Plans: According to the quarterly survey of 15,000 businesses nationwide by the temporary employment agency Manpower Inc., 22% of those responding said they plan to add to their work forces in the first quarter of next year. That is fastest pace for a first quarter in six years. Twelve percent said they expect a drop, another 63% that they will remain at present levels, and 3% that they are unsure, the survey said. A year ago, 18% anticipated additional staffing and 13% planned decreases. Manufacturers have the most aggressive hiring plans; geographically, prospects continue to be strongest in the South and the Midwest.
