New Vice President at California State Bank

Thomas M. Shepherd has been appointed senior vice president and branch manager of California State Bank’s Newport Beach office. He was formerly senior vice president and loan administrator for Commerce Bank.

* Phillip L. Luecht Jr. has been appointed vice president in charge of sales and the Insurance Services division for the Costa Mesa office of Johnson & Higgins. Luecht has been with the insurance broker since 1985, holding a number of positions including property/casualty broker, deputy casualty manager, sales manager and liaison officer for the London office.

* Judi A. Lapin has been appointed vice president of corporate marketing for Donahue Schriber, a Newport Beach shopping center development and management firm. She was formerly president of Judi Lapin & Associates, which specialized in the shopping center and tourism industries.

* Thomas Silber has been appointed president of Bivar Inc., an Irvine manufacturer of electronic assembly hardware. Silber joined the company in 1989 as national sales manager and was appointed vice president of sales and marketing in 1991.

* Kevin J. Burkhalter has been promoted to senior vice president in the Century City office of Johnson Capital Group in Irvine. Before joining the company in 1989, he was with Weyerhaeuser Mortgage Co. for four years.
