Argentina, Paraguay Open Dam 13 Years Late

ITUZAINGO, Argentina — Argentina and Paraguay opened a massive hydroelectric dam Friday, nearly 75 years after the project was first studied.
After delays, mismanagement and widespread allegations of corruption, the Yacyreta dam is opening 13 years late and at least $5 billion over budget. It is on the Parana River between the two countries.
