LOS ANGELES : Riordan Hails Clinton Plan to Cut Ranks of Homeless

Los Angeles Mayor Richard Riordan on Wednesday hailed a proposal that the Clinton Administration claims could reduce the number of homeless by a third in two years.
“Priority: Home!” would give local governments more responsibility for providing emergency housing and treatment for substance abuse, mental illness and other problems of the homeless.
Housing Secretary Henry Cisneros also wants to double funding for homelessness programs to $1.7 billion in 1995. Los Angeles could get an additional $39 million.
