Bicycle Safety

While it is good to learn that the California Highway Patrol is concerned about bicyclist safety (May 1), why does CHP place the responsibility for safety on bicyclists? Aren’t they aware that almost all bicyclists seriously injured or killed were hit by cars?
Doesn’t the CHP bear some responsibility for preventing these collisions? The CHP should work toward deterring dangerous motorist behavior, which would benefit everyone: cyclists, pedestrians, motorcyclists and other motorists.
