Utilities to Put 1,850 Electric Cars in Use Before Mandate: Four California utilities--Southern California Edison Co., the Los Angeles Department of Water and Power, Pacific Gas & Electric Co. and the Sacramento Municipal Utility District--announced that they will place electric cars with their customers and in utility-owned fleets before the 1998 deadline set by the California Air Resources Board for the Big Three auto makers to begin selling zero-emissions vehicles to the public. The plan, by EV America, a national coalition of utilities and electric car proponents, includes setting standards for volume purchases of cars from specific manufacturers to help lower prices through “modest” economies of scale.
