Fluor designed the original refinery in 1968 and completed expansions in 1978 and 1982. The new project is scheduled for completion in 1995.
Separately, Fluor Daniel said it has won a $20-million contract from Northern Indiana Public Services Co. to convert a power plant to burn low-sulfur coal. The project is scheduled for completion at midyear.
