McDonnell Names New C-17 Chief: McDonnell Douglas Corp. turned over management of its embattled C-17 military cargo plane program to Donald R. Kozlowski, 55, a former program manager of McDonnell’s F/A-18 fighter jet. He succeeds David O. Swain, 51, who becomes general manager of McDonnell’s new-aircraft and missile products group. The C-17, built in Long Beach, has been plagued by technical flaws and cost overruns, and the Pentagon is weighing whether to sharply reduce its planned purchases of the plane.
