Long Beach : Rouzan to Resume Job as Deputy City Manager

As part of a reshuffling in City Hall management, a former deputy city manager who left this summer to become the executive director of the Los Angeles Police Commission plans to return to Long Beach next month.

Joseph T. Rouzan Jr. will resume his old post of deputy city manager but with additional responsibilities, according to city spokeswoman Joan Caterino.

Until his departure in June, Rouzan oversaw the Long Beach Citizen Police Complaint Commission, which reviews complaints against police officers. In his new job, he will oversee several departments, including the Police and Fire departments, library, and health and human services.

Rouzan replaces Henry Taboada, who last week became assistant city manager. Taboada replaces John Shirey, who has been named city manager of Cincinnati.

Rouzan’s old job of overseeing the city’s Citizen Police Complaint Commission has gone to Errol Gregory Southers, who was in charge of public safety for the Los Angeles County Museum of Art. Southers is a former police officer in Santa Monica and worked for the FBI in the mid-1980s.
