* Larry Hoffman has been appointed executive vice president of Nelson Communications, an Irvine public relations agency. He was previously president of Western National Financial, a mortgage brokerage firm, and was president and chief executive of Hoffman Business Consultants for 10 years. Hoffman has also held management positions with Burlington Industries, Dan River Mills and Washington West Trade Corp.
