A summary of significant Los Angeles City Hall decisions affecting the Westside in the last week.

CITY COUNCIL
* VENICE GROWTH: Approved a plan that aims to manage industrial, commercial and residential development in an orderly and attractive manner in the Glencoe/Maxella area of Marina del Rey, southeast of Lincoln and Washington boulevards.
* HOLLYWOOD BLIGHT: Approved the Five-Year Hollywood Housing Strategy, which will examine ways to solve the problem of blighted, vacant or unkempt properties. At the request of Councilwoman Jackie Goldberg, the proposal was amended to allow the imposition of fines and penalties on owners to force them to maintain their properties.
* CAPITAL IMPROVEMENT: Approved spending $343,000 to reconstruct cracked and eroded pavement and replace concrete gutters on Federal Avenue north of Rochester Avenue to Santa Monica Boulevard.
* BABIES WITH AIDS: Approved a proposal to waive permit fees of $210 for banners advertising the annual Stroll-a-Thon for Babies with AIDS on Nov. 14, an event sponsored by Caring for Babies With AIDS and Tuesday’s Child.
* APPOINTMENTS: Approved the appointments of Susan H. Grimes of West Los Angeles to the Commission on the Status of Women, and Mary Toman of Beverly Hills to the Industrial Development Authority.
HOW THEY VOTED
How Westside representatives voted on selected issues.
* SETTLEMENT: Approved spending $250,000 to settle a lawsuit by a 27-year-old man who claimed he was severely injured by a park security officer who was attempting to arrest him on charges of disturbing the peace while he was in line at the Griffith Park Observatory in August, 1989. PASSED: 12-0.
VOTING YES: Marvin Braude, John Ferraro, Galanter, Goldberg, Nate Holden and Mark Ridley-Thomas.
ABSENT: Zev Yaroslavsky.
