Ex-Fullerton Councilman Dies

Arle Duane Winters, who served as a Fullerton councilman for 28 years, died Tuesday. He was 85.

Winters was first elected to the City Council in 1956, retiring in 1984. He was mayor for four years. He served on the council longer than any other member.

Winters died of natural causes at St. Jude Medical Center in Fullerton, said his wife, Doris.

“He had a genuine love of Fullerton,” said Councilman Don Bankhead, who joined the city Police Department in 1957. “I used to discuss things with him. He was always there to give advice.”

“He wanted to give something to the community,” said former City Manager William C. Winter, who worked for Winters and his fellow council members for 11 years.

Winters served in 1978 as president of the League of California Cities. He also served on the boards of directors of the Chamber of Commerce, the Boys & Girls Club of Fullerton and the local chapters of the American Red Cross and Kiwanis Club.

Winters was born in Paton, Iowa, and received a bachelor of arts degree from Drake University in Des Moines.

A memorial service will be held Friday at 2 p.m. at McAulay & Wallace Mortuary, 902 N. Harbor Blvd. Burial will be in Loma Vista Memorial Park, 701 E. Bastanchury Road.
