Some Postal Rates Could Rise: Newspapers and nonprofit organizations will pay higher mail rates under a congressional compromise, but not as soon as many had feared. Legislators tentatively agreed on a bill that will let the nonprofits send catalogues at discounts this season. Deficit-cutting efforts have threatened traditional subsidies to newspapers and nonprofits.
