CITY COUNCIL

* AIDS WALK: Approved street closures along the route for today’s AIDS Walk Los Angeles. The 6.2-mile walk begins at 8 a.m. at 5555 Melrose Ave. More than 17,000 are expected at the fund-raiser. City fees amounting to $7,351 were waived.

* CENTRAL LIBRARY REOPENING: Councilwoman Rita Walters is requesting the closure of several Downtown streets from 10 p.m. Oct. 1 through Midnight Oct. 3 for festivities celebrating the reopening of the Los Angeles Central Library. The 67-year-old landmark has been undergoing a $214-million face lift after an arsonist set a devastating fire in April, 1986.

* SLUMLORDS: Councilman Zev Yaroslavsky introduced a proposal to strengthen the city’s hand in forcing slum landlords to more quickly repair their buildings. Under the proposal, rents would be placed in an escrow account if a landlord failed to repair life-threatening hazards in a timely fashion. Rents would be returned to tenants if repairs were not made in six months, and a building would be vacated if it were not repaired in 12 months. Tenants would be relocated and their costs would be recovered through liens on the building.

* JOB CORPS CENTER: Approved a proposal by Councilman Mike Hernandez requesting permission from the federal government to use the Park Plaza Hotel in the MacArthur Park area as a Job Corps center.

* MOON FESTIVAL: Approved the closure of North Broadway between College and Alpine streets from 4 p.m. Oct. 2 through 4 p.m. Oct. 3 for the Chinatown Street Scene and Moon Festival. City permit fees of $5,879 were waived.

* WATTS FESTIVALS: Councilman Rudy Svorinich Jr. requested the closure of Graham Avenue bet ween 108th Street and Santa Ana Boulevard from 9 a.m. to 6:30 p.m. on Sept. 25 and 26 for the Day of the Drum Festival and the Simon Rodia Music and Arts Festival in Watts. The events are sponsored by the Department of Cultural Affairs.

* APPOINTMENT: Approved the appointment of Joyce M. Perkins of South-Central to the Board of Zoning Appeals.

* POLICE PAY: Approved $1,400 in overtime pay to police officers who worked during the African Marketplace & Cultural Fair on Sept. 5.
