Vietnam Unhappy Embargo Not Ended: The government expressed disappointment over President Clinton’s decision to loosen rather than lift Washington’s 18-year-old economic embargo against it and said U.S. business will be the loser. Clinton relaxed sanctions Monday to allow American companies to bid on Vietnamese projects financed by international lenders such as the World Bank. In an official statement, Ho The Lan, spokeswoman for Vietnam’s Ministry of Foreign Affairs, welcomed the relaxation, but said, “It is regrettable that the U.S.A. still continues the embargo policy against Vietnam that runs counter to the development trends . . . in the region and the world.”
