All tourists after passing the 21-kilometer checkpoint going into Mexico must pay $10 to register their vehicle. The $10 gives you 180 days in Mexico without re-registering. After this period if you do not renew the permit, there is a hefty fine.
Yes, it slows down entry into Mexico, it angers tourists and you must pay the $10 on your credit card. Mexico has hired more people to speed up this process.
I heartily support the idea of charging $1 per tourist or even $10 a car, the same as Mexico charges us.
