U.N. Plan Studied to Restore Haiti Leader

NEW YORK — Exiled Haitian President Jean-Bertrand Aristide and army commander Lt. Gen. Raoul Cedras on Thursday considered a set of proposals by U.N. mediator Dante Caputo to govern Aristide’s restoration to office.
According to diplomatic sources, the Caputo plan--developed after four days of talks on Governors Island in New York harbor--proposes that Aristide return by Oct. 30 under a number of conditions:
* He must appoint a new prime minister and replace Cedras and the army high command as well as Joseph Michel Francois, the chief of police in the capital, Port-au-Prince.
* The United Nations and the Organization of American States must suspend sanctions imposed to pressure the Haitian military to return power to Aristide.
* A parliamentary amnesty must be granted to those who took part in Aristide’s ouster in September, 1991.
