They Humanely Destroy Horses, Don’t They?

I’m sure that the horse people are saddened by the Prairie Bayou-Union City incidents, but it’s all too easy to dismiss the matters as “It’s part of the game,” “It’s a run of bad luck,” “You’ve got to have the skin of an elephant,” and “Too bad it was on national TV.”
If the racing association loved these animals as they claim, why don’t they rake off 1% of all purses for research to save injured horses, or limit the distances for young horses, or the frequency of the races?
They admit that these animals are very fragile and then sacrifice them because they refuse to be humane. I guess “It’s just part of the game.”
