Defenders and challengers hoping to put a new face on the America’s Cup at San Diego in 1995 have reached agreements designed to curtail spying, overspending and secrecy.
Foremost are rules against the espionage that was a strong distraction and source of animosity in last year’s defense. Rivals will not be allowed to track one another’s boats during testing by land, sea or electronics, and keels may not be shrouded from public view once the final eliminations series start.
Each syndicate’s development program will be limited to two boats.
