Samoans Can’t Vote, but They Pay Taxes

Regarding the May 2 story about the South Bay’s Samoan population, I found it interesting that according to the IRS, Samoans are U.S. nationals, and must file tax returns, but are not allowed to vote in U.S. elections. Does the phrase “taxation without representation” sound familiar?
