BOULEVARD DEJA VU: Lots of wrangling finally gave birth to a 20-year plan to tame growth and ease traffic on Ventura Boulevard, the San Fernando Valley’s main street. . . . Now it seems that 42% of planned lane improvements are blocked by existing buildings. So the whole $222-million project is up for review again (B1).
