KEY OBSTACLE: When Ventura County officials met for budget discussions Tuesday (B1), Supervisor John K. Flynn almost came in sweats. Returning to his Oxnard home after a morning workout, Flynn found that he was locked out. . . . As neighbors watched, the 60-year-old supervisor had to scale a ladder to an unlocked second-story window. “I learned that my house is pretty secure,” he said. . . . At the supervisors’ meeting, Flynn decided that it was the wrong day to push his plan to abolish a budget committee. “I decided this might have been an omen.” Then he went home sick.
