* John F. Boslet has been appointed vice president of transportation at the Irvine office of Robert Bein, William Frost & Associates, an engineering, planning, surveying and consulting firm. Boslet was formerly senior director of regional transportation planning and policy for Irvine Co. In addition, Larry D. Todd has been appointed senior director of land development. Before joining the company, he was a principal with JHH Consultants in Irvine.
