PRINCIPAL FACTOR: Ventura County’s 20 school districts have nearly 116,000 students and about 5,000 teachers. But a school’s success hinges in large part on the skill of its principal, educators say. At two schools in Simi Valley and Port Hueneme, principals who are willing to challenge the status quo have found innovative ways to engage students and improve teacher morale. (B1)
