WORLD IN BRIEF : ANDORRA : Tiny Enclave Now a Sovereign State

French President Francois Mitterrand signed this mountainous enclave’s new constitution, ending a 715-year-old arrangement that defined Andorra as a “co-principality” ruled by France and the bishop of Urgel in Spain. Spain and France, its neighbors, will retain an influence but are obliged to sign all laws passed by the Andorran Parliament. The country’s 9,123 voters overwhelmingly approved the constitution on March 14.
