Retirement of Sen. Cranston

I have read your very interesting article on Sen. Cranston. It has reminded me of a question that has bothered me ever since the “Keating Five” matter has been discussed in the media.
The question is why, if Cranston and the other senators acted improperly in interceding with regulators on Keating’s behalf, there has not been the same amount of criticism of the regulators and their superiors, Presidents Reagan and Bush?
